A member of the "stiff tails" (like the Ruddy Duck). It is a diving duck and requires deep water and plenty of space and cover so it is not widely kept in captivity and escapes are seemingly rarely encountered. All 8 records mentioned above are of preserved specimen. As a non-migratory species it is never going to occur naturally.
